The collection includes correspondence, reports and ephemera. The Correspondence series is primarily related to the Conservative Water Company. Many of the letters deal with the company's public health, financial and legal issues. Though the letters are to or from the Conservative Water Company, many are addressed to and signed by Elizabeth E. Pedder and Otto B. Frank. The company corresponded with institutions like Bank of America, the California Department of Public Health, Hellman Commercial Trust & Savings Bank, and Pacific-Southwest Trust & Savings Bank. The series is arranged in alphabetical order by author and then by addressee. The Reports series is arranged in alphabetical order by author and then by addressee. The reports are primarily about the company's water supply. Moreover, there are some reports about the company's financial state. Many of the reports contain financial information and correspondence inside. Lastly, the Ephemera series includes newspaper clippings, financial documents, legal documents, maps, pamphlets, empty envelopes and public health documents. There are also several maps.

This collection is organized to preserve, whenever possible, Robert Hine's original order. This includes most of his original folder titles, the original order of folders, and the original order of some of the boxes. The collection contains Hine's professional work as a historian of the American West and a writer, and includes research notes, photocopied manuscripts, newspaper clippings, interviews, correspondence, and other research related papers. As such, the original order of Hine's papers reflects his process of collecting and referencing them as he worked on various book projects. In some instances, his original folders provide insight into the kinds of questions or themes he was pursuing in the course of his work. Hine also revised the organization of these papers as he prepared them for donation to the Huntington Library in the late 1990s. Despite Hine's own curatorship, some of his papers remained unsorted and unorganized at the time of this collection's cataloging. Those have been organized by the cataloger to reflect, as much as possible, Hine's own organizational methods.

The collection contains 10,454 semi-cataloged items andis housed in 72 boxes and 3 oversize folders. The collection documents Loren Miller's four decades of fighting for equality and civil rights and his legal work against racial real estate covenants and discrimination in housing. It contains material related to his work with several organizations including the NAACP, National Urban League and the ACLU. The collection also contains material related to Loren Miller's personal life and family as well as his journalism career and ownership of the California eagle. The collection also contains many items related to Langston Hughes including letters written between Miller and Hughes and copies of some of Hughes' writings. The collection contains the following types of material: correspondence, telegrams, postcards, manuscripts, speeches, newspaper and magazine clippings, publications including full magazines, briefs and other legal documents, brochures, meeting minutes, reports and photographs as well as research notes for and drafts of Miller's book The petitioners: The story of the Supreme Court of the United States and the Negro.
